The United States Federal Communications Commission is considering legislation to regulate television and radio networks, it was revealed yesterday. The chairman of the Senate communications sub-commit-tee (Senator John Pastore) released the contents of a letter from the F.C.C. which was in answer to a request by him for a progress report on the F.C.C.’s efforts to improve programme content and eliminate licensing abuses. Among the steps being taken, or recommendations being considered by the commission, were: A request for statutory authority to regulate networks, but without licensing them. An appeal to the broadcasting industry to police itself and screen out excessive crime and violence in programming. Giving networks more control over independentlyproduced programmes to ensure better quality shows.
