Awaited (N.Z. Press Assn.—Copyright) VIENTIANE. May 8. Representatives of the three-nation International Control Commission are scheduled to arrive in Laos today to verify the cease-fire agreement.

The Royal Laotian Government yesterday charged the pro-Communist Pathet Lao and the neutralist leader. Prince Souvanna Phouma, with dragging their feet in negotiating a truce, the Associated Press said.

Three attempts so far have failed in determining a site for cease-fire talks and whether military details will be discussed separately from political matters.

Reports reaching Vientiane say that Pathet Lao troops have occupied in force the village of Ban Lat Hane, 14 miles north of the Royal capital of Luang Prabang. Two battalions, estimated at 700 men. took the town and were reported to be advancing down the Mekong river towards Luang Prabang. A battle in the area was expected at any moment, according to the British United Press.

The action was interpreted as an attempt to consolidate territory under Pathet Lao control before the beginning of the supervision of the commission.

There is no indication that the rebels will try to capture Luang Prabang. but the possibility they are moving towards an engagement with a Laotian Government garrison just north of there indicates the fragile nature of the cease-fire, which is not yet one-week old
