The North Vietnam Foreign Minister, Mr Ung Van Kheim, has sent a letter to Britain and Russia complaining that the section of the recent S.E.A.T.O. resolution dealing with South Vietnam was a;i “act for the preparation of an aggressive war.” the New' China new’s agency reported today. The letter, dated April 1. was sent to the countries rs co-chairmen of the 1954 Geneva conference on IndoChina. A paragraph in the S.E.A.T.O. resolution noted with concern the efforts of an armed minority. supported from outside, to destroy the South Vietnam Government. The letter said: “The Vietnamese people cannot tolerate the interference in South Vietnam by any .aggressive organisation or any country with the purpose of preventing the Vietnamese people from solving their own internal affairs.” The Minister asked Britain and Russia to “recommend to the United States Government that it stop its aggressive and warmongering acts” in South Vietnam and Laos The two countries were asked to recommend the international commission for Vietnam to take firm steps to prevent any military reinforcement in South-east Asia •‘by the United States and other countries.”
