H-TEST TALKS
Critical Phase (N.ZP.A.-Reuter—Copyright) (Rec. 11.15 p.m.) GENEVA, April 4. The 30-month-old EastWest nuclear test ban talks will enter one of their most critical phases when they resume today. Success or failure of the negotiations—the sole disarmament link between East and West—virtually depends on the Soviet reaction to the West’s new proposals. In the 10 days before Easter.
