ELISABETHVILLE, April 2. The Katanga Government today announeed that the arrival of Indian troops in Katanga could mean a “declaration of war,” the Associated Press reported. A communique issued from the Presidential residence said that Katanga troops had reinforced Eiisabethville airport to prevent the arrival of Indian troops in the capital. The statement said: “With remarkable promptness, during the night Katanga forces placed obstacles on runways at Eiisabethville airport and set np machine-gun centres at strategic points.”
