Looking on are Sir Stephen Luke, Senior Crown Agent for Overseas Governments and Administrations, who made the presentation, and the Nigerian High Commissioner in London, Alhaji Abdulmaliki. Lord Lugard was one of Britain’s most famous colonial administrators. He helped to build up the tropical African countries, including Nigeria, and established the system of “indirect rule” through native rulers.
