OVERSEAS AID FROM U.K.

New Department Proposed

LONDON. March 9. During the Commonwealth conference the British Government will seek the informal views of Prime Ministers on a plan to channel all the aid it gives overseas countries through a new department under a Government Minister, according to usually reliable sources. Assuming the Commonwealth reactions are favourable, it will announce the plan some time after the end of the conference. It is understood a White Paper on the subject is being drafted. The new department will deal with all aid and technical assistance to dependent territories, independent members of the Commonwealth and foreign countries.

The Minister will be jointly responsible to the Foreign Secretary, the Comonwealth Relations Secretary, and the Colonial Secretary.
