ECONOMIC AID TO EUROPE
Kennedy Seeks Discretion
WASHINGTON, March 8. President Kennedy has made a new bid to Congress for “increased discretion to use economic tools” to reestablish ties with Eastern Europe, the White House disclosed yesterday. It made public a lettei from the President to the President of the Senate (Vice - President Johnson) and the Sneaker of the House (Mr Sam Rayburn) He asked specifically that the Mutual Defence Act be amended so that he could send assistance to Eastern Europe if he decided it was proper to do so. Deletion of the countries of Eastern Europe from the banned list would, under the President’s proposal, leave
the Soviet Union and “Com-munist-held areas of the Far East" as the only ones to which .economic and flnanc al assistance would be prohibited
