At a recent 40-ciation educational conference, the Egyptian delegate rose to deliver an address in impeccable English, From this he switched to fluent French. Upon returning to his hotel, he dictated a report to his secretary in his native Arabic. The United States was represented by five persons. each with about 20 years of schooling and all possessing the Ph D. degree. Yet not one of these educational leaders could carry on even an informal conversation in any foreign tongue, least of all deliver a speech in French.
