Appointment Of Harriman (NX Pres* Association—Copyright) PALM BEACH, December 30. The President-elect (Mr John Kennedy) tonight named financier and former diplomat, Mr Averell Harriman, to be his roving ambassador for “important special missions" abroad. A formal statement by Mr Kennedy today said: “As Ambassa-dor-at-Large. Mr Harriman will be available to the President and Secretary of State for important special missions requiring a spokesman who has the full confidence of the President, and an intimate knowledge of all aspects of United States policy. "The very nature of the appointment requires flexibility. It is not anticipated that Ambassador Harriman -would undertake routine assignments, or be a substitute for usual channels of consultation."
