Security Council To Hear Cuban Charge

NEW YORK, January 1.

The United Nations Security Council will meet on Wednesday on a Cuban complaint of American “aggression,” it was announced today.

The announcement came after the chief United Nations delegate from the United Arab Republic and President of the Security Council. Mr Omar Loufti had conferred with other council members today on Cuba's charges of “aggression'’ by the United States. The Cuban complaint, delivered in a lengthy memorandum personally by the Cuban Foreign

Minister, Dr. Raul Roa, last night, said the United States planned to invade the island and to eliminate rocket sites Cuba is alleged to be building. Dr. Roa asked for an immediate meeting of the Security Council.

In his memorandum. Dr. Roa said the council should approve “measures it deems necessary to prevent the armed forces of the United States and its mercenaries from violating the sovereignty, territorial integrity and independence of Cuba . . . “The military intervention about to take place is the culmination of a policy of pressures. subversion and aggression let loose by the Government of the United States against the Government and people of Cuba." The United States has rejected the latest Cuban charge as false. The White House press secretary. Mr James Hagerty, said the accusation was a typical smokescreen of Dr. Fidel Castro's regime and completely devoid of truth. Dr. Roa said the United States sought to isolate Cuba in Latin America and "to include our country artificially in the cold wa r.' ’ United Press International reported from Havana that Dr. Castro today ushered in the third year of his regime by ordering general mobilisation of all armed forces and militias and sending tanks and armoured cars through the streets for defence against an "imminent Yankee invasion.” In a two-hour 40-minute New Year speech early today Dr. Castro accused President Eisenhower of spreading “the big lie.” scaring Latin America into believing that Cuba would build Soviet rocket pads and of preparing “to justify military aggression." • “Every Cuban will man his post against invaders.” Dr. Castro said in his address before a dinner for 12.000 persons at Camp Liberty. Militiamen, and revolutionary Army troops were ordered to remain in barracks.

Ten noise bombs exploded in Havana during the night and a pal! of smoke from a burning department store hung over the city all day. The fire in the store was today blamed on saboteurs by Cuban officials.
