Terms For Libraries In U.K. Bill (N.Z. Press Association—Copyright) LONDON, November 30. British libraries will have to pay fees to authors and publishers for books they lend if a bill published today becomes law. The bill, introduced by Conservative M.P., Mr William Teeling, provides for a fee of Id to be paid by libraries supported by public funds each time they issue a copyright book. At present authors and publishers receive no money from books bought by libraries except their share of the purchase price.
