A REFUGEE DRIVES HIS BULLOCK CART past a demolished brick building in Chittagong, East Pakistan. He was on his way for help after the cyclone, of October 31. The cyclone was the second in three weeks in the Bay of Bengal. It is estimated that 12,000 persons lost their lives in the two storms, and damage ran into millions of pounds. The city of Chittagong is thronged with refugees from outlying villages.
