PACT TO BAN A-TESTS

Another Step Forward GENEVA, October 17 The three-Power nuclear conference today . formally agreed to an additional article and an annex of the draft treaty banning nuclear weapon tests. This came at the 255th meeting of the three Powers—Britain, the United States and the Soviet Union. It concerns the privileges and immunities to be enjoyed by members of the control organisation. Mr Charles Stelle. the United States delegates, said the control organisation could now be recognised as a legal entity. Mr Semyon Tsarapkin, the Soviet delegate, said today’s agreement “should be viewed as another step towards a treaty.” He characterised it as “a positive phenomenon” in the work of the conference.
