The Chinese Prime Minister (Mr Chou En-lai) said last night that the imperialists headed by the United States were stepping up war preparations, and doing their Utmost to obstruct a general disarmament agreement Mr Chou was speaking at a banquet in Peking celebrating tomorrow’s eleventh anniversary of the founding of the Chinese People’s Republic. In a speech which diplomats termed ‘‘very mild” for a Chinese leader, Mr Chou said the Socialist anticolonial forces were gaining ground over the imperialists “The imperialist bloc headed by the United States is stepping up arms expansion and war preparations, carrying out continuous military provocations and war threats against Socialist countries. "In disregard of repeated proposals made by the Soviet Union it is doing its utmost to obstruct any agreement on general disarmament by stubbornly insisting upon control and inspection without disarmament,” Mr Chou said. He said that "prosperous and strong Socialist new China, like other Socialist countries, will not only benefit the world, but absolutely will not be a threat to anyone.” He said the "sweet but poisonous speech” made by President Eisenhower to ' the United Nations was "a wholesale exposure of the vicious plot” by tlie Americans to put a new type of colonialism into effect, and suppress national and economic movements in Asia, Africa and Latin-America. Peking took on a holiday air today with Chinese lanterns, flags and huge portraits of Communist leaders as the Republic prepared to celebrate its anniversary. Tomorrow’s celebrations will be on a smaller scale than last year when the Soviet Prime Minister, Mr Khrushchev, and other Communist leaders visited Peking. In Moscow the Chinese Ambassador to Russia, Liu Tsao, said war could come from the actions of the “imperialists.” He was speaking last night at a Russian-Chinese friendship rally oh the eve of the Peking Anniversary celebrations.
