DURBAN, August 25. Nine out of 10 Africans in Durban earn less than_.it costs them to live, according to Professor O. P. Horwood, professor of economics at Natal University, British United Press reported. He said that many make up the deficit by resorting to illegal methods; many others were perpetually in debt. A survey of 13.643 households in Durban African urban areas showed that more than half the workers received £8 to £9 a month. One in 10 earned more than £l5.
