Tests Reasonable Use Of Seas

WASHINGTON. June 29. The State Department said today that the planned new Soviet rocket tests in the central Pacific constituted reasonable use of the high seas. It noted that the United States had used and would continue to use the high seas for military and scientific manoeuvres and experiments ... The State Department called on the Soviet Union to give warning notice in advance of the proposed rocket tests, to conduct them with the smallest possible danger to human life and health and as little interference as possible with the normal conduct of international commerce. The department’s statement was broadly similar to one it issued when the Soviet Union held its first tests of long-range rockets in the central Pacific last January.
