Fears That Arms Talks Will Fail
(Rec. 1130 p.m.) GENEVA, June 21. Allegations by the Bulgarian Foreign Minister, Mr Milko Tarabanov, have revived speculation that the Communist bloc might be preparing to break off the 10-nation disarmament talks, British United Press reported.
But, at the three-Power nuclear talks also being held in Geneva, Russia presented a detailed amendment on staffing the worldwide, control system to police a nuclear test ban—a proposal which appeared to be a return to business-like negotiations at the talks, a Western spokesman said. At the 10-nation disarmament conference, Mr Tarabanov said. “We are now getting into the situation of 1955-57 when the Western Powers rejected their proposals once they were accepted by the Soviet Union.” Observers noted that the Soviet delegate, Mr Valerian Zorin, used similar allegations to break off the London disarmament talks in 1957.
