•'The Press' Special Service WELLINGTON, May 16. The United States Embassy has announced the assignment of Miss Ruth Elizabeth Bacon as counsellor and deputy-chief of mission. The date of her arrival in Wellirigton will be announced later. ’ A graduate of Radcliffe College in 1928, Miss Bacon also read international law as a Carnegie Fellow at Cambridge University. She received her doctorate from Radcliffe in 1931. From 1933 to 1939 she . served as an assistant to the United States judge on the International Court of Justice, now known as the World Court, at The Hague. During this period she wrote or collaborated on a number of books and scholarly articles.

Miss Bacon entered the Department of -State in 1939, and has been actively engaged in Far Eastern affairs since that time. She participated in the negotiations which culminated, in 1943, in the relinquishing by the United States of its extra-territorial rights in China. Miss .Bacon also served at the San Francisco Conference as a member •, of .the international secretariat which drew up the United Nations Charter in 1945. " ” After the Second World War, Miss Bacon participated in negotiations which led to a commercial treaty with China in 1046. the Military Bases Agreement with the Philippines in 1947, and the Peace Treaty with Japan. She has also served as a member of a number of United States delegations to international conferences, including the South Pacific Commission in 1948, the United Nations Trusteeship Council in 1949, the United Nations Genera) Assembly tn 1949 and 1951, and the United Nations Economic Commission for Asia and the Far East in 1957. Since 1949 Miss Bacon has served as special assistant for United Nations affairs to the Assistant Secretary for Far Eastern Affairs. Her contributions to American foreign policy during this critical period were recognised by the Department of State in 1959 when she received a meritorious service award.
