“One Always On Prowl’’ ... - Press PASADENA (California), March 12. The United ’ States Navy by October would have a Polarisarmed submarine at sea “at all times,” according to ViceAdmiral John Hayward, deputy Chief of Naval Operationa for Research and Development “From that time on, there will be a Pojaris nuclear-powered submarine always oh the prowl,” Admiral Hayward said. He told a Navy science symposium at Pasadena that there w 2? Xt at “ eed for Inobiie bases, which the Polaris missile is,” adding: “No-one except the Pentagon will know where the Submarines are.”
Admiral Hayward ’ said: "I’m against the concept of a ‘fortress Ataerica’ and against a ‘target America.’ By taking the launching platforms away from this country, we’ve taken away these concepts. “The entire oceans will be the launching grounds. There'is no limitation on what we can do.” Asked if any part of the submarine would be visible on the surface at the time of firing, Admiral Hayward replied: “Absolutely no.”
