Charge Filed By East Germany BERLIN, February 23. East Germany has filed legal charges against Bishop Otto Dibelius because of his statement that a Christian need not obey Communist laws The action was announced today by the official East German news agency A.D.N. It did not specify the charges saying merely that the case against Bishcp Dibelius—who is head of Germany’s Evangelical (Lutheran) Church—is based on a pamphlet which incorporated his views on Communist authority. The Bishop expounded the views last year and sent the pamphlet to a select group of church leaders in both East and West Germany. According to Bishop Dibelius, a Christian can disobey Communist laws with a clear conscience in certain circumstances. His words drew angry reactions from the Communists. They hinted that he might be barred from Soviet-controlled East Berlin, where he preaches once a month. The bishop lives in Alliedoccupied West Berlin. He has long been barred from East Germany proper.
