BUREAUCRACY ATTACKED

‘Real Government Of N.Z.’ (New Zealand Press Association) AUCKLAND, Nov. 17. Powers of government exercised by top-ranking public servants “conveniently called the bureaucracy” were attacked by Dr. O. C. Mazengarb Q.C. in an address in Auckland today to the Constitutional Society. His topic was: “Who Governs New Zealand.” The debasement of the country’s currency, he said, was due to Treasury influence. The authority of the Courts to curb regulations which were challenged was cut away by the discretionary power of a Minister as to their necessity. Dr. Mazengarb said the stage had been reached where Parliament’s sovereignty had been abandoned in favour of rule by the caucus of the dominant party. The real government of the country, he said, had passed into the hands of a small group of top-ranking public servants.
