New York Plans Work Camps

New York State would act immediately to build work camps to help curb mounting juvenile crime and violence, Governor Nelson Rockefeller announced yesterday. The Governor said the camps would be of two types—one for potential offenders, and the other for youths who had been convicted of minor crimes.

The State also would attempt to spur efforts to provide parttime jobs for boys in the 16 to 18 year age bracket, he said. Mr Rockefeller announced the programme against juvenile crime after conferring with the Mayor of New York City, (Mr Robert Wagner), State and city officials, and representatives of religious, civic and social groups. Mr Wagner said it had been brought out during the meeting that there were an estimated 60,000 youthful delinquents in New York City. Officials said that in the camps for potential offenders, the boys would work on State lands and forests, and also take courses in urban vocational skills. The Conservation Department would operate these camps in co-opera-tion with the Education Department, Social Welfare Department and Correction Department. The second type of camp, intended for the rehabilitation of committed offenders, would be of the same general nature, but would be directly under the jurisdiction of the Correction Department.
