Laos Appeals To U.N.
(Rec. 11.30 p.m.) VIENTIANE, September 4. Informed sources report that the Laos Government has made a second appeal to the United Nations SecretaryGeneral, Mr Hammarskjold, asking him to send United Nations observers to Laos immediately, the American Associated Press reported. The sources said the Foreign Minister. Mr Khamphan Panya, made the request yesterday.
Mr Hammarskjold said earlier that to send observers to the conflict area in Laos, he would need invitations from both Laos and North Vietnam.
