The British Foreign Secretary, Mr Selwyn Lloyd, will today give the West’s detailed reply to the unacceptable Soviet plan calhng. for the ending of Western occupation rights m West Berlin in 12 month.,. He is speaking on behalf of the Western Powers —Britain, France, the United States, and West Germany—at a crucial plenary session of the tottering East-West conference, which is 33 days old today.

The Russian proposals, made known to the world by Mr Andrei Gromyko, of Russia, on Wednesday, shocked the West and brought the conference to the verge of collapse.

Russia s imposition of a 12-month time-limit for a Berlin and German settlement has been interpreted as a threat by Western delegates. They have told Mr Gromyko that they will not negotiate under duress.
