“Would Really Bring Peace” (N.Z. Press Association—Copyright) (Rec. 11 p.m.) LONDON, May 15. Commenting today on the Western peace plan presented at Geneva, the “Daily Mail” said in a leading article that the plan was more than a package. “It is a great portmanteau, which if accepted, would end the tensions of 13 years and really bring peace to Europe.” But it was hard to see the Russians accepting the plan’s contention that Berlin “belongs to all Germany,” the newspaper said. “The Russians do not agree. In their eyes, Berlin belongs to East Germany. They do not want a ‘united City’ possibly under antiCommunist rule, but a ‘free city' they could control themselves. They want the West out, bag, baggage and packages too.” “The Times,” said the plumping down of the package was only the first move.

“The conference will in all probability spend some days in glaring at the rival parcels before strings are loosened. “Out of it all, the three most promising lines of advance still appear to be: to peg away at a hard agreement on Berlin, fixing its status beyond doubt; to develop technical contacts between the two parts of Germany, and, even now, to clinch the cessation ot nuclear tests.”
