New Treaty Proposed

Tunku Abdul Rahman, who announced his resignation as Malaya’s Prime Minister on February 9, said yesterday he had prepared a draft of a “South-East Asian Friendship and Economic Treaty.” > He told a news conference that the draft would be sent to President Garcia of the Philippines, after his-Cabinet had approved it. The Tunku said the fact that he had resigned did not mean that he had abandoned the idea of the treaty. He said it was hoped that, while only -Malaya and the Philippines would .sign the treaty initially, other: South-East Asian countries Would join in later.
He said that in his view, SouthEast Asia included Malaya, Singapore, the Borneo territories, Indonesia, Thailand, Vietnam, Laos, Cambodia, and Burma. The Tunku specified that Communist countries, such as North Vietnam, would not be allowed to Join the proposed treaty. The Tunku said: "There is not one country In South-East Asia that ifc. not dependent-sotta other country. “If the countries of South-East Asia can be interdependent on each other, then something can be done.
"Of course I don’t suggest that this will bear fruit ■ for years, perhaps 10 years.”
