Draft Treaty Discussed

(Rec. 10 p.m.) GENEVA, December 9. Britain, the United States, and Russia are today continuing discussion bn a draft nuclear test ban treaty, having yesterday agreed on a second article dealing With the establishment of a control organisation. Britain has tabled an article on "procedures of a nuclear weapons tests control commission” which would be the governing body of the control set-up. The Soviet delegation has also submitted a paper on “basic provisions determining the establishment and the activities of an organisation tor control over compliance with a treaty on the cessation of nuclear weapons testa.”SEGREGATION ON BUSES African Council Defies Order (Rec. 11 p.m.) LONDON. December 9 The Pietermaritzburg City Council yesterday defied a Government directive to introduce total race segregation on municipal transport, “The Times” corresnondent in Durban reported. The council set a precedent by challenging the legality of the order. Counsel for the City Council told a Road Transportation Board sitting that total apartheid was illegal. Mr Harcourt, Q.C., said if the board sought to enforce the order the City Council would go to the Supreme Court. If the Supreme Court upheld the board’s decision, the municipality would give a month’s notice to cease operating the bus service. Counsel said that bus apartheid in Pietermaritzburg would mean running at a loss of £48,000 for something nobody wanted. In Durban, where bus apartheid had been ordered to begin by stages from January 1, the loss ; was estimated at between £158,000 and £280.000 a year. Krishna Menon Injured (Rec. 8 p.m.) NEW YORK, December 8. Mr V. K. Krishna Menon, the Indian Defence -Minister, was • shaken and received a knee tnjury late last night when a car 1 belonging to the Indian United ! Nations delegation, in which he - was riding, and a taxi collided ■ near Central Park, in the heart of New York. Mr Menon returned to his i United Nations duties today, al- > though he was obviously in some ■ pain. He is being treated by his personal physician.
