Taxpayers Meeting Deficit
The Westport harbour cost New Zealand taxpayers £ 102,228 last year, according to the annual report of the Auditor-General (Mr C. J. Atkin). “The taxpayer is subsidising the users of coal to the extent of the losses being incurred,” he says. The Westport harbour was financed through the Consolidated Fund each year, and the cash deficit affected the general taxpayer, Mr Atkin says. While the Marine Department controlled the harbour, the wharves for many years were maintained by the Railways Department, which retained the revenue from wharfage. In 1955 the Cabinet directed that the Marine Department should take over the wharves and maintain them. A wharf reconstruction programme, estimated to cost £109,000, was being carried out.
