Arctic Circle Plan Of Inspection (N.Z. Press Association—Copyright) (Rec. 9.40 p.m.) NEW YORK, April 29. The United States will seek Security Council endorsement today for a plan to insulate. both the Soviet Union and the Western Allies from surprise attack over the Arctic Circle. In advance of the council meeting, Soviet officials kept silent about their Government’s,reaction to the proposed creation of an Arctic inspection zone. Mr Arkady Sobolev, the chief Russian delegate, was expected to speak only after key Western diplomats had addressed the council. Mr Lodge, of the United States, president of the council this month, was due to open the debate and define in some detail the plan. to start immediate discussion on an Arctic inspection zone among the disarmament sub-committee members and Denmark and Norway.
