Civil Defence
Sir, —Whatever immunity may be guaranteed against modern assault we must thank our home servicemen for mentioning civilian defence. Panic or common sense, without it they might find their “repel boarders” roll-call small indeed. E.P.S., as we knew it 10 years ago. even civilian evacuation as now proposed, may be inadequate for a modern emergency. Warning would probably be in minutes rather than hours. Immediately-available shelter should be our objective. Late advice from nuclear backrooftis suggests that minimal protection is 3ft to 4ft earth-cover. This is not a task beyond our means. We can pray it is not beyond our initiative. Government should be pressed for an answer to this problem of civilian defence preparations—especially of schools, hospitals, etc. An economic crisis, as it enlarges, could present an opportunity to be ready. —Yours, etc., FRANCIS WM.
