Productive Value “Ideal” Basis (New Zealand Press Association) WELLINGTON, April 1. The rating of property on capital value, less the value of the main dwelling, was advocated at today’s sitting of the Royal Commission on Local Authority Finance. In submissions to the commission, the chairman of the Cook County Council,. Mr W. Y. Clarke, claimed that such a method determined as much as possible the “productive” value of the property which should be the ideal system of rating. Rating on unimproved values created injustices which would be aggravated if the system of rating on capital value were adopted. Because of the nature of the back country, more money had to be spent on roads than was collected in rates and the work was subsidised with revenue from the higher-valued land. A system of rating on capital value, less the value of the main dwelling, would largely overcome the anomalies, said Mr Clarke.
