The White House announced today that President Eisenhower plans to submit a 1959 Budget that will be higher than this year’s, but without any tax increase.

The White House press secretary (Mr James Hagerty) said the Budget would be balanced ana would have “a slight surplus.” He did not expect taxes would have to be raised to keep the bigger Budget in balance, “but there will be no tax reductions,” either.
