WESTERN SAMOA SPEAKER
Appointment Under New Laws (N.Z. Press Association— Copyright t (Rec. 7 p.m.) APIA, Nov. 29 The chief interpreter of the Government of Western Samoa today became Speaker of the territory’s newly elected Legislative Assembly. He is Mr Luafatasaga Kalapu. and he becomes the Assembly’s first Speaker. In the three previous Assemblies since 1948, when the House was instituted, the presiding officer was the New Zealand High Commissioner. New laws enlarging the membership of the Assembly also provided for the withdrawal of the High Commissioner and two Fautea, members of the High Commissioner’s advisory body, and the appointment of a Speaker from among the members, or from outside. Mr Luafatasaga. although not a member of the Assembly, has been its principal interpreter since 1948. and he has travelled overseas on occasions with Samoan official delegations. After his nomination late this morning the new Speaker was presented at Government House to the High Commissioner (Mr G. R. Powles), who confirmed the appointment. The Assembly resumes tomorrow morning to nominate five Samoan and two European Ministers for the new executive council.
