Russian Proposal

The Soviet Ambassador, Mr Georgi Zarubin, today proposed a direct airline service between the United States and Russia.

It was one of 52 projects to spur greater United States-Soviet exchanges.

Mr Zarubin spent 75 minutes at the State Department with Mr William S. B. Lacey. State Department officer in charge of EastWest cultural and scientific exchanges.

This meeting was the first of a series aimed at improving relations through cultural and scientific exchanges.

The talks are an outgrowth of a United States proposal to exchange uncensored television and radio broadcasts.

Sources close to the talks said Mr Zarubin opened them with his proposal for a direct air service. He also proposed exchange visits by American Congressmen and members of Russia's Supreme Soviet.

Among other projects, he proposed an exchange of university students between Moscow University and Columbia and Harvard. The conference is expected to last several days.
