TO CONTROL ACTION OF WAVES.—Big concrete blocks to control the action of waves in position on the beach at Rota, Spain, where the United States has constructed an air and naval base. Rota, on the Atlantic coast 60 miles north-east of the Strait of Gibraltar, is one of the bases in the 10-year agreement signed in Madrid during September, 1953.
