LONDON. August 28. The “Daily Telegraph” said that the Russian delegate to the disarmament talks. Mr Zorin had been hard put to find some effective answer to the latest suggestion by the West that nuclear tests ahnnid be suspended for two years. “This has stolen the Soviet initiative,” the “Daily Telegraph” said. “It has brought into the open the real issue, that it is the question of effective international control, and not mere suspension which has divided the sub-com-mittee,” the newspaper said.
