Senator Urges New Look

Senator Hubert Humphrey (Democrat, Minnesota) today urged a “fresh look” at United State§ policy towards Communist China and a revision of the 1953 truce that ended the Korean fighting. His proposals, which appeared to run counter to those of the Secretary of State (Mr Dulles) and other Administration leaders, appeared in a foreword to a committee studying disarmament problems in Asia.

“It is essential that Communist China be brought into any disarmament system at an early stage,” Senator Humphrey, chairman of a special Senate Disarmament Committee, said.

Unless this were done, the senator said, the Peking Communist Government “will provide a loophole which the Soviet Union might use to violate obligations undertaken as a result of a disarmament agreement.” Senator Humphrey proposed that the United States accept Communist China’s offer to admit United States reporters behind the Bamboo Curtain.

“We should consider modifying other barriers, such as the trade embargo, which force China into ever closer relations with the Soviet bloc,” he added.
