American Proposals Outlined

(Rec. 8 p.m.) LONDON, July 4. United States proposals for the suspension of nuclear tests and the control of production of fissionable material for war purposes were further outlined at yesterday’s meetings of the Disarmament Sub-Com-mittee.

The United States delegate, Mr Stassen, proposed a control programme to include:

Ratification of a partial disarmament agreement.

Suspension of nuclear test explosions and installation of a system to inspect the suspension of tests one day after ratification.

Prompt work on an inspection system for the control of nuclear production.

A British source said Mr Stassen told the SubCommittee that a partial disarmament agreement should make it clear what each Government ought to do month by month to keep up with an agreed schedule.

Replying to a Russian proposal made on Tuesday that India should join in the talks, Mr Stassen said he did not consider the time appropriate for the committee to hear a personal statement from an Indian representative.

After the Soviet delegate, Mr V. Zorin, had expressed regret at this view, the American delegate said he would refer it back to Washington for instruction if it were a case of a personal request by the Indian Prime Minister, Mr Nehru, to make a statement to the conference.
