Stump, United States Pacific Commander-in-Chief and Commander of the United States Pacific Fleet, told a press conference last evening that the number of Russian submarines operating in the Pacific had been increasing at a rapid rate. Admiral Stump, who was talking at a conference given for eight SEATO military advisers, said, however, that most of the reports that his headquarters got of submarines in out-of-the-way places were found, when tracked down, to be due to observation errors.
