Sir, It is saddening to watch homes, gardens and well-ordered main city streets replaced by the ugliness of slums. Under certain insidious invading conditions, difficulties and nuisance cause occupiers of long standing to migrate to more congenial areas. I have been assured many times by visitors from England and America that this state of affairs is not tolerated and is everywhere combated by the creation of garden factory areas 20 or so miles beyond cities.—Yours, etc., WHY?
