Liberals Condemn Proposal CNJZ. Press Association—Comrrlaht) TOKYO. October 1. Eighty members of the Japanese Prime Minister’s own Liberal Party met today to condemn his scheduled visit to Moscow and pledge themselves to do all possible to prevent it. The Prime Minister. Mr Hatoyama, is scheduled to leave Tokyo for Moscow on October 6 to conclude an agreement expected to re-establish diplomatic relations between Japan and the Soviet Union.

The formula proposed would defer consideration of Japan’s claims to territory in the northern island chain of the Kuriles.

Today’s meeting expressed concern that this formula would, in fact, mean Acknowledging the loss of Etorofu and Kunashin in the Kuriles. The dissidents also expressed dissatisfaction that the Hatoyama formula, as so far made public, fails to cover the position of the Habomai and Shikotan Islands off the coast of Hokkaido.

The critics also object that letters exchanged between the Prime Ministers, Marshal Bulganin and Mr Hatoyama, relative to the proposed agreement, have been kept secret, especially from the party’s foreign policy committee.

The make-up of Mr Hatoyama’s party for Moscow is expected to be completed tomorrow at a Cabinet meeting.
