(Rec. 7 p.m.) NEW YORK, August 16 The New York Police Commissioner <Mr Stephen Kennedy) has ordered police to meet teenage gang violence with force and to take no part in helping to negotiate temporary truces between warring groups. The commissioner left no doubt that he disapproved of action such as the arrangement of a three-weeks’ peace agreement among three youth gangs achieved by the Lower East Side Neighbourhood’s Association. Less than 24 hours after the truce agreement a gang known as the “Harlem Lords,” which is affiliated with the “Sportsmen,” one of the gangs which is a party to the peace agreement. was in trouble with the police Mr Kennedy said that no person or group could be above the law in an orderly society. Every person in following his lawful pursuits, had the right to use the streets of the city. “And they have the right to do so without fear or without the consent either tacit or expressed, of any illegally organised group,” he said.
