FEW REPLIES TO MEMORANDUM The Mount Herbert County Counc 1 has received 25 replies to about 120 copies of a memorandum sent out to local bodies throughout the Souti Island seeking their views on holding a special conference to examine the possibilities of decentralisation of Government powers for the South Island Mr D. Cresswell told the council yesterday that the sparsitv of replies was because the memorandum was not backed up by a covering letter. On his suggestion the council decided to send a letter to all local bodies that have not replied, asking that they give the matter attention. Of the replies received. Mr Cresswell said that about one-third were in favour of a special conference, onethird were “sitting on the fence,” and one-third were unfavourable.
