Removal From African Rolls Opposed INCIDENTS IN PARLIAMENT (N.Z. Press Association—Copyright) CAPE TOWN, February 14. The Nationalist Government’s controversial bill to remove mixed-blood voters from the common electoral rolls was read a first time today. Approval to introduce the bill came after strong Opposition protests, a walk-out by minority Labour Partv members and a clash in the public gallery. The Prime Minister (Mr Johannes Strydom) moved the first reading at a joint session of the House of Assembly. In the public gallery dozens of women of the “Black Sash Movement” clashed with an attendant. An Opposition United Party amendment moved by Mr Jacobus .Strauss, the party leader, was rejected by 170 votes to 65. Labour Party members walked out with their leader (Mr Alexander Hepple) after he had refused to withdraw a remark. He had called the joint sitting “a packed Parliament and a fraud.” Debate on the second* reading is due to begin tomorrow.
