Representative Government For Morocco

The establishment of a Regency Council to replace the Sultan of Morocco, Mohammed Ben Arafa, and the creation of Morocco’s first representative goverment are planned by the French Government by September 12, it was learned tonight. General Pierre Boyer de la Tour, the tough and out-spoken former Resident-General of French Tunisia, flew to Rabat today to replace Mr Gilbert Grandval as Resident-General of Morocco. Mr Grandval’s resignation was officially accepted today, long after his liberal policies had roused the ire of Conservative French Cabinet members.
The French Prime Minister, Mr Edgar Faure, and the Tunisian Prime Minister, Mr Tahar Ben Ammar, today signed documents in Paris which implemented the Tunisian home-rule agreements reached last May. But in Algeria, unlike Morocco and Tunisia, French Government policy is centred on building up a striking force capable of stamping out what is regarded as a revolt against the State. Algeria, a part of Metropolitan France, cannot be granted self-govern-ment. Algeria’s Governor-General, Mr Jacques Soustelle, today consulted with the French Prime Minister in Paris about the serious situation developing in the territory.
