'T A .y° rk me ssage says that ! Israel submitted a second letter to the United Nations Security Council today i on recent incidents in the Gaza strip on the border of Egypt. Last night the Israeli delegation I called the attention of the council to the ‘ grave deterioration” in the situation along the border. Today's letter listed a further series of alleged outrages committed by Egyptian marauders inside Israel yesterday and today. The letter said that, in these incidents, five civilians were killed and four civilians wounded. It said that four of the incidents occurred in thickly-populated areas at a considerable distance from the Gaza strip. Israel has not asked the council to take any action. The United States Secretary of State (Mr Dulles) told the Soviet Union today that any arms shipment to Arab nations in the Israel crisis would be a serious breach of the “Geneva spirit” of peaceful coexistence. He told his press conference that the United States had received indications that the Soviet Union had offered guns and ammunition to Arab countries, but that there was no official verification of the reports, and no evidence that Soviet equipment was in Arab hands. The Arab Governments were free and independent, could do whatever they wished in the matter, and had no responsibility to the Uiited States. Mr Dulles said all the efforts of United States diplomacy were being directed at halting the border fighting between Egypt and Israel. Egyptian newspapers have denounced the Middle East peace plan proposed last week by Mr Dulles. The American plan would guarantee the borders between the Jswish and A tab States, providing other outstanding problems were settled. The Government newspaper, “Al Gomhouria,” said: “Not a single Arab Government would agree to discuss Ihe Dulles proposals, which are designed to serve no purpose other than strengthening the consolidation of Israel.”
