ADOPTION URGED IN VICTORIA

(N.Z. Press Association—Copyright) MELBOURNE. August 16. The chairman of the Victoria Racing Club (Sir Chester Manifold) last night urged legislation providing for off-the-course betting in Victoria. Speaking at the club’s annual meeting. Sir Chester Manifold said that legal start-ing-price betting was an efficient means of eliminating illicit betting. The introduction of off-course betting in New Zealand had not created more gambling in the community. It had merely channeled it into legal centres. Sir Chester Manifold quoted a report by Judge Mitchell (Victorian Control Board' chairman) on the New Zealand situation.

Judge Mitchell, said Sir Chester Manifold, came to the conclusion that legalised off-course betting had neither encouraged nor increased betting in New Zealand.
