SOCIAL SECURITY
Sir, —Your statement in the leading article of Monday, July 4. that social security benefits are a hand-out is utterly wrong. Anything for which people pay is not a hand-out; and they definitely pay for the benefits with the wages levy. The national income (the income of the whole community) must be levied on for the benefit of the whole community. This is a sine qua non for the scheme. Without it. the scheme must fail. Because wealthier people can pay easily for their health, etc., and therefore should not be asked to pay the social security tax, is a philosophy • that would soon return us to the jungle where the weaker go to the wall. These insidious attacks on the social security scheme are anti-social and are an indication of the type of thinking of the opponents of the Welfare State. —Yours, etc., A.F.P. July 9, 1955.
