REFUSAL OF USE OF RESERVE
COUNCIL TO PROTEST TO MINISTER A strong protest will be made by the Waimairi County Council to the Minister of Crown Lands against his decision refusing to change the reservation of a reserve in Otara street from recreation to a reserve for a site for a library in Fendalton. The town planning and reserves committee reported to a meeting of the council that concern was felt qt the action of the Department in over-ridirig the recommendation of the council as the elected representative of the people. The reserve was the only suitable area avaHable in Fendalton for a library, which would provide a form of recreation. The council emphasised that it would not be prepared to accept dedication of the reserve as a road, because the Fendalton School was directly opposite. An annual cost of £2500 for the maintenance of the 13 reserves in the county was reported. Wages totaHed £2200 and the cost of plant hire, tools and materials £7OO. Fees received on account of the Waimairi cemetery were estimated at £4OO. The council decided that the cost of maintaining the reserves be a charge against the general account. “Complaints have been received regarding larrikinism in the MiHbrook reserve during the evening and it appears desirable to lock the gates before dark or to install several Hghts,” reported the engineer (Mr D. P. McLellan). Trouble with vandalism at the Fendalton domain was reported by the engineer, who said an improvement had been noted “since the local constable has had this matter in mind.” The council decided to change the name of the Burnside Memorial Reserve to Burnside Park.
